Barry Galloway has over three decades of instructional design experience, and over a decade of experience supporting domestic and foreign policy capacity building programs for the U.S. Government. He has supported national intelligence efforts for the Defense Intelligence Agency (DIA). He developed numerous capacity-building training programs, both for the State Department’s Bureau of International Narcotics and Law Enforcement Affairs (INL) in support of regional law enforcement training programs presented at the West Africa Regional Training Center (RTC), and for the Department of Defense in support of regional training programs through U.S. Africa Command, collaborating throughout with subject matter experts from U.S. and partner countries. He currently supports the State Department’s Bureau of Diplomatic Security Office of Antiterrorism Assistance (ATA), partnering with teams of U.S. experts in the redesign of multi-week courses in explosive incident countermeasures and investigations for international audiences.
In addition to curriculum development, he has supported multiple Department of State programs at institutional levels. He contracted to the Office of the Director at the Foreign Service Institute to help standardize and implement institute-wide policies and procedures for the design, development, and evaluation of FSI training courses. He has provided INL-sponsored support to leadership of the Regional Security System (RSS), a U.S. security sector partner in the Eastern Caribbean, to document and communicate their operational policies and procedures. He also led efforts to develop SOPs, templates, and references for two RSS organizations: the RSS Training Institute and the RSS Digital Forensic Laboratory, strengthening the capacity of both institutions to prepare for international accreditation. He holds a Master of Science degree and certifications in Instructional and Performance Technology and is “Kirkpatrick Certified” in the design of monitoring and evaluation instruments.
