Marcelo Colombo is a Project Manager at Hive International, LLC, leading an initiative to "Increase the Use of Scientific Evidence in Criminal Cases" in Guatemala. In this role, he oversees Hive project staff and coordinates day-to-day with our project partner, The Pan American Development Foundation (PADF), the project’s funder, the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL), and other project stakeholders.
Before joining Hive, Marcelo excelled in Strategic Planning and Public Policy implementation, accumulating over 14 years of extensive experience. Marcelo is native to Argentina, having worked for over a decade in public administration with both local and federal government roles. While at the Ministry of Culture in Buenos Aires, Marcelo served at the highest executive level as a direct assistant to the Minister. As the Secretary of Habitat and Inclusion, he successfully led teams to design and implement a community planning and development program in the most disadvantaged areas in Buenos Aires. For over five years at the Public Ministry in Argentina, Marcelo was pivotal in transforming processes and designing workflows for analyzing and reporting complex crimes in the Crime Analysis Unit. He processed and analyzed over 3,000 crime-related cases, providing crucial information to aid prosecutor decision-making, eventually becoming the office's coordinator.
As a consultant, Marcelo has been a driving force in effecting positive change and efficiency by leading transformative strategic planning initiatives in Global Value Chains, Worker Well-Being, Diversity, Equity, and Inclusion, as well as Financial Inclusion.
Marcelo holds a bachelor's degree in political science and a Master of Public Policy from the University of California San Diego (UCSD), earned as a Fulbright scholar. Throughout his career, he has consistently presented and negotiated policy prescriptions with public and private sector leaders, underscoring his commitment to making a meaningful impact. Marcelo is fluent in Spanish and English, with a working knowledge of Portuguese.
