Matthew Rose has over a decade of national security and foreign policy experience implementing complex, multifaceted capacity building and technical assistance programs for the U.S. Government. He has managed numerous law enforcement and security sector capacity building programs for the Department of Homeland Security (DHS) and the State Department's Bureau of International Narcotics and Law Enforcement Affairs (INL), to include serving in senior management roles at the West Africa Regional Training Center (RTC) and the International Law Enforcement Academy (ILEA) in Roswell, NM, INL's senior executive policy and criminal justice development program. He has also implemented numerous investigative capacity building engagements with partners from the Department of Defense, INTERPOL, NGOs, and the entire U.S. federal law enforcement community. For the Department of State’s ILEA Program, Matt oversees implementation of the Strategic Alumni Engagement Program, which connects thousands of ILEA Roswell alumni across the world and captures critical return on investment data for INL. He has also supported INL technical assistance efforts in the Eastern Caribbean focused on increasing capacity of our regional partners to identify, investigate, and prosecute organized criminal actors.
Matt is a Project Management Professional (PMP) certified Project Manager and holds an advanced degree in international policy and economics. He also serves as a U.S. Navy Reserve Officer where he currently provides military support to the Naval Criminal Investigative Service (NCIS).
