Hive currently leads M&E for INL's Western Hemisphere Programs across the Caribbean — and treats evaluation as a tool to improve programs in flight, not a box to check after the fact.

Our practitioners bring hands-on expertise with INL's DevResults platform — including supporting one of its first pilot rollouts in the Eastern Caribbean — alongside change maps, disaggregated indicator frameworks, Kirkpatrick Level 2/3 evaluation, and qualitative synthesis in NVivo. We produce Power BI and Tableau visualizations that give clients and field teams real-time visibility into program performance, and quarterly data reports that have set the standard for qualitative and quantitative reporting across the hemisphere.

And the rigor is measurable: across three Eastern Caribbean programs and eight reporting periods, Hive's reporting captured 535 evidence lines — 40% carrying a direct outcome or impact signal, a portfolio steadily moving beyond activity reporting toward documented results.

A global alumni network, built and sustained.

From 2017 to 2023, Hive developed and ran the ILEA Roswell Strategic Alumni Engagement Program — training support, alumni outreach, and M&E for the International Law Enforcement Academy. We turned a training roster into a living network and tracked it through to real enforcement outcomes.

The work

Transnational organized crime ignores borders — and a global pandemic made cross-border cooperation harder still. Hive sustained ILEA Roswell's executive symposia and model-law agenda without losing momentum, pairing senior officials with U.S. interagency experts (FBI, ATF, DEA, FWS, ICE, DOJ) and a leadership curriculum built to move policy at home.

In 2021 alone, that meant nine executive policy symposia training 287 senior officials from 34 countries — delivered through sister academies in San Salvador, Budapest, Gaborone, and Bangkok, and the West Africa Regional Training Center.

The outcomes

Hive didn't just deliver training — we tracked it. Sustained outreach and M&E captured 134 documented success stories from 55 countries, tying ILEA training to real-world enforcement results:

From classroom to courtroom — representative alumni

Uganda

The chief magistrate of Africa's only specialized wildlife court worked with the U.S. Fish & Wildlife Service and DEA on a landmark trafficking extradition — charging four defendants in a conspiracy tied to the poaching of dozens of rhinoceros and more than a hundred elephants.

Mexico

A state specialized human-trafficking prosecutor — recognized as a U.S. State Department Trafficking-in-Persons Hero — has driven 941 trafficking investigations, 152 indictments, and 73 convictions, and opened three new shelters for victims.

El Salvador

An investigator and transnational-crime analyst, partnering with the U.S. National Center for Missing & Exploited Children, helped prosecute a cross-border child-exploitation case that ended in multi-year prison sentences.
